ZHOA COUNCIL: 2020 ADMINISTRATIVE AND MANAGEMENT ACCOUNT ADOPTED AMIDST HEATED DEBATES.


The ordinary session to examine, scrutinize, vote and adopt the 2020 accounts of Zhoa Council took place last March 31st 2020 at the Zhoa Council Hall.


The council session was chaired by the Zhoa Council Mayor, Councilor NJAH Titus NDONGKEH, under the watchful eyes of the 1st Assistant SDO for Menchum, Mr. Demanou Fabrice.

Welcoming the Councillors and the Divisional Officer for Fungom Subdivision, Councilor NJAH Titus NDONGKEH told the council session that after voting the 2020 Budget and handing over to the council executive to execute it, it was but normal for all to come back in a session like this, to evaluate and score themselves for the future. A rare opportunity to mirror their actions in order to improve on the living conditions of the population of the municipality.
The Administrative and Management Accounts of Zhoa Council that has been adopted by the councillors, stands at CFA 785,104,384 francs while expenditure stands at CFA 341, 586, 757 francs. The amount of investment revenue is the resources transferred by the state to the Council for investment projects. This includes the resources transferred for projects from 2018, 2019 and 2020. Since the projects were not executed in the year concerned, some were executed in 2020, while some are still ongoing.


This revenue, according to Councillor NJAH Titus NDONGKEH, enabled the Zhoa Council to carry out the following projects;

Rehabilitation of Fundong-Bafmeng road that was destroyed during the ongoing crisis.

Construction of temporal bridges on Wum-Weh road, Weh - Esu road, Kumfutu - Chaa road that were destroyed by the ongoing crisis.

Recruitment of 100 youths in the Municipality for manual maintenance of inter village roads that were long abandoned. They were recruited for a period of 2 months.

Feasibility studies were done for the following projects;
Roads and bridges in the municipality.

Water projects in some villages.

Classrooms in some needy schools.

Construction of market sheds.

5. Sensitization and distribution of Covid-19 materials in all the villages.

6. Distribution of books and school items to all the villages for school resumption which is effective now.

7. Organization of sporting activities in the Municipality such as; Inter quarter football/handball competitions in Bafmeng, Weh, Esu and Centre Fungom zones.


The following are projects ongoing;
Construction of a block of 02 classrooms at G.S Nkalakala - Weh.
G.S Ngun - Tse Zhoa
G.S Nungka Esu
G.S Ipaingeh - Bafmeng
G.S Iwoh Esu
G.S Old town Bafmen
Construction of child and mother care centers.
Integrated Health Center Esu.
Construction of a Pediatric ward in Bafmen.
Rehabilitation and extension of water in Weh.
Construction of phase II of Bafmeng water scheme.
Construction of a catchment and a storage tank to enforce the existing water system in Esu
Recently awarded projects are;
Supply and installation of 350 solar street light in some street in the municipality.
Construction of cattle vaccination yard in Esu.
Construction of a ware house in Weh.
Construction of 2 classrooms G.S Nchanghe.
Other projects such as; The construction of a ceremonial hall in Zhoa, construction of Fungom water scheme and some classrooms in Mumfu, Kang-kum in Koshin, Ipanghe in Bafmeng, Nkalakalain, Weh, Kikuk in Kuk, Ewo in Esu whose contractors were unable to execute them, will be cancelled and re-launched in the days ahead.

Councilor NJAH Titus also used this session to announce the commencement in the days ahead, of the solar street lighting and the water project in Bafmeng. On the worry raised by Councillor Kang Gilbert Ngong on why the council is still operating out of its premises, the Lord Mayor of Zhoa Council appealed to councillors to think about the security of the Zhoa Council workers.


Mounting the rostrum, the 1st Assistant SDO for Menchum, Mr. Demanou Fabrice, called on councillors to be ambassadors of Peace by appealing to our brothers and sisters who are still in various hideouts, to come out and contribute in Peace and Nation building. He asked them to transform every stumbling block into a stepping stone, in order to build a befitting Zhoa Municipality. This can only be possible if they all work for the interest of the council.
The Administrative Authority also saluted the combined efforts of the Zhoa Council Executive and the councillors in curbing the spread of the COVID-19 in the municipality by sensitizing the masses to sanitize.

NORTH WEST PUBLIC INDEPENDENT CONCILIATOR

The PIC while addressing local masses in Wum Council area, Mr. Tamfu Fai, appealed to the government to create divisional representations.   In the Anglo-Saxon tradition, it is customary to set up independent authorities responsible for settling disputes between users and regional and council administration. In line with this logic, Law No.2019/24 of 24 December 2019 to institute the General Code of Regional and Local Authorities provides for an independent authority called the Public Independent Conciliator (PIC) in the North-West and South-West Regions.
