   Members of the Menchum divisional participatory follow-up Committee for the execution of Public Investment Projects held their second quarterly meeting for the new financial year, Wednesday July 15th 2020 in the conference hall of the Senior Divisional Office.

  Convened at the behest of the Divisional Delegate of the Ministry of Economy, Planning and Regional Development (MINEPAT) the participatory follow-up meeting brought together statutory and beneficiary members to evaluate 2020 PIB and flash back at 2018 and 2019 Projects which are still as low as 4% physical realization and 0% financial realization.


   Following recommendations from the last follow up meeting for the year 2019, the supervisory authority had warned all out gone mayors to endeavor to execute all  council projects that ought to must have been extracted from the Council Development Plan yet, the contractors of such projects have exhibited beyond reasonable doubt their laissez-faire attitude, a bad habit that is seemingly being encouraged by the follow-up stake holders as little or nothing is done to compel them to do their work so as to enhance development in Menchum Division.


    To curb such challenges this year, an order by the regional governor has been signed creating project maturation committees in all divisions and tasked to ensure all earmarked projects for realization must have maturity elements. This means they are to be accompanied with public utility declaration, attestation of availability of site, compensation report, risk analysis report, environmental impact assessment report among others.


 Attention was tilted towards Benakuma Council where HIMO projects for 2017, 2018 and 2019 have not been executed thereby hindering the execution of the 2020 HIMO works on some municipal roads. 
   From every indication, many projects have been abandoned as soon as contracts are awarded and site installation done. The rest is the story of Jack and Jill who went up the hill to fetch water. We are therefore left with no hope of realization of these projects any moment soon. 

  Contractors in Menchum have been given 21 days to execute their 2018/2019 projects or face cancellation of their contracts. 
 Members of the divisional participatory follow-up Committee for the execution of Public Investment Projects made this remark during their second quarterly meeting that was convened to evaluate the physical and financial execution of 2020 projects in the division.
 It was observed during the brainstorming rendezvous that there   are still some 2018 projects that have not been executed by some project owners who continue to cling on insecurity as reason for their non execution. 
 
  While saluting stakeholders for negotiating their way through for the   realization of most road projects, the representative of Hon. Wallang Richard frowned at contractors who are still lagging   behind. 

"The era of citing the crisis in the Division as excuse for not doing   work is laziness and unwillingness to contribute to the development of this beautiful Division. Before contractors bided for these projects they were aware of the insecurity in the region."  He added
 

    The recommendations arrived at the meeting include: 
   -The need for project owners to facilitate and accelerate execution of the 2020 public investment budget, in strict respect of the administrative procedures. 
 - Need for state control engineers to accompany the execution process of projects, as to ensure standard and quality. 
 - And for warning letters to be served to contractors who fail to meet execution deadlines. 

  Public Investment projects which include; municipal road maintenance, construction of boreholes and bridges, infrastructures and supply of school and hospital materials, electrification, construction of markets and community halls, are   supposed to improve the livelihood of inhabitants of the beneficiary community. It is but obvious that the non execution of these projects has no other aim than that of hampering growth and slowing down development. 


   From the evaluation, members have been called to shun fear, greed, selfishness and personal interest, and work for the good of all as this year's pieces of the National Cake for Menchum Division are mouth watering projects that can transform the Division and give a positive impression about our various municipalities to visitors but unfortunately, our municipalities keep being eyesores to visitors because of the unwilling attitude of some contractors.

NORTH WEST PUBLIC INDEPENDENT CONCILIATOR

The PIC while addressing local masses in Wum Council area, Mr. Tamfu Fai, appealed to the government to create divisional representations.   In the Anglo-Saxon tradition, it is customary to set up independent authorities responsible for settling disputes between users and regional and council administration. In line with this logic, Law No.2019/24 of 24 December 2019 to institute the General Code of Regional and Local Authorities provides for an independent authority called the Public Independent Conciliator (PIC) in the North-West and South-West Regions. The office holder is by no means a legal authority or a judge, as the competences and powers entrusted to him are not of a legal nature.
