WUM COUNCIL ADOPTS 2021 BUDGET.


The Councillors of the Wum council in Menchum Division of the North-West Region have examined, scrutinized, voted and adopted an ambitious but realistic budget for the year 2021 for the Council.

Charged with the daunting task of inclusively transforming their various constituencies, the 24 development actors of the Wum Council, have adopted the 2021 budget that balances in revenue and expenditure at the sum of Nine Hundred and Fifty Million and Fifty Thousand (950,050,000) francs, representing an increase rate of 1,5% of the 2020 budget. The increase noticed in the 2021 budget takes into cognizance all state credits.



This sum was adopted during the Wum Council budgetary session that took place on December 2nd 2020 under the watchful eyes of Mr. Abdoullahi Aliou, Senior Divisional Officer for Menchum.


Opening the budgetary session, Mayor Dighambong Anthony Mvo noted that this budget is realistic because it comes at the time of effective decentralization and reconstruction for peace, unity and inclusive development. According to Mayor Dighambong Anthony, the investment budget stands at Five Hundred and Forty Two Million Three Hundred and Fifty Thousand (542,350,000) francs, giving a percentage of 57.09% which is more than the stipulated minimum amount of at least 40% of the total budget. Baptized as the budget of gratitude, reconstruction and inclusive development GRID, the Wum Council 2021 budget can best be described as inclusive, ambitious and above all realistic.

To the Mayor, the above statistics have been tailored to realize the projects from the Annual Investment Plan, AIP, drawn from the aspirations of all the villages that make up the Wum Council Area. These projects include inter-alia; 
Rehabilitation of 2 classrooms and Head teacher’s office at GPS group 1;
Rehabilitation of 2 classrooms and Head teacher’s Office at GPS Zonghefu group 1
Rehabilitation of 3 classrooms and Head teacher’s Officer at GPS Zonghefu group 2;
Rehabilitation of 2 classrooms and Head teachers office at GS Agulli
Purchase of Bikes for the Bu integrated health centre;
Construction of the Wum main roundabout;
Repaving of the road around the Wum main roundabout
Construction of an embarkment behind the Wum main market;
Construction of an enclosure wall at the Wum main Market;
Financial support to vulnerable women groups in the Municipality;
Support to 10 persons living With disability in the Municipality;
Organization and celebration of the Wum council day for the disable.

From the above, it calls for concerted efforts to realize this seemingly but very realistic budget of ours. After all, a river cuts the rock not because of its power but because of its consistency. Napoleon Hill quips and I quote “Persistence, Patience and Perspiration make an unbeatable combination for success”.
Lets keep reminding ourselves that the height which great men reached were not attained by sudden flight. Be like a weed in your compound! Still in line with giving the Wum municipality a modern look, Mayor Dighambong Anthony said there will be no development without “them”. Meaning, persons with disabilities will now come on board so as to build an inclusive society by all worth living for all. Obvious reasons why some deliberations were taken so as to foster inclusive development in the Wum Council area. He also stressed on the need for all Councillors to join him as pilot of the council to ensure that the earmarked projects are realized for the improvement of the living conditions of the population of the municipality.


The SDO for Menchum Division, Mr. Abdoullahi Aliou, thanked the Councillors of the Wum Council for their maturity in deliberations which led to the adoption of the 2021 budget for the council. He said the adopted budget would only be meaningful when it touches the lives of the population through inclusive projects which the council would realize. He stressed on the need for the Councillors to help the mayor achieve his goal which is nothing short of inclusive development at the era of effective decentralization.
