WHERE THERE IS HOPE: COUNCILORS OF WUM COUNCIL ADOPT 2022 ADMINISTRATIVE AND AND MANAGEMENT ACCOUNTS.

 

The ordinary session to examine, scrutinize, vote and adopt the 2022 accounts of Wum Council took place last March 10th, 2023, at the Wum Council Hall.

The council session was chaired by the Wum Council Mayor, Councilor Dighambong Anthony Mvo, under the watchful eyes of the Senior Divisional Office of Menchum, Abdoullahi Aliou



 

Welcoming the Councilors and the Senior Divisional Office, Councilor Dighambong Anthony Mvo, told the council session that after voting the 2022 Budget and handing over to the council executive to execute it, it was but normal for all to come back in a session like this, to evaluate and score themselves for the future. A rare opportunity to mirror their actions in order to improve on the living conditions of the population of the municipality.

He congratulated the Staff for their efforts to collect revenue though not still satisfactory. He also called on the various stakeholders to work in close collaboration with the council for income generation and not only taping from the council.

The Mayor of Wum Council, Councilor Dighambong Anthony Mvo, used the opportunity to announce the putting in place of the Water Management Committee of Wum Giant Water Project, that will work to lay to rest, the perennial water crisis that spans for over three decades.

The execution of the 2022 Budget resulted to the realization of the following projects:

Purchase of a complete computer set for the Wum council Museum,

Purchase of Artifacts for the Wum council Museum.

Rehabilitation of the road from GPNS Wum to the Do's Office in Wum;

Opening of 1km of river Kebuen;

Back fill of the Wum council food market

Rehabilitation of road from Naikom junction to SDO's residence.

Construction of 32 market sheds in Wum main Market

Supply of 105 benches to some needy primary schools in Wum Municipality.

Construction of cattle vaccination crush in Kesu village.

Construction of a roasted meat shed in Wum municipality:

Rehabilitation of the old slaughterhouse in Wum,

Supply of equipment to the vulnerable population in Wum municipality. 


The Administrative and Management Accounts of Wum Council that has been adopted by the councilors, stands at 623,994,416 FCFA (Six hundred and twenty-three million, nine hundred and ninety-four thousand, four hundred and sixteen) as against a budgeted amount of 951,000,000FCFA, giving a realization rate of 65% in relative terms.



Mounting the rostrum, the Senior Divisional Officer for Menchum Division, Mr. Abdoullahi Aliou, called on councilors to be ambassadors of Peace and development in their respective constituencies. He asked them to transform every stumbling block into a stepping stone, in order to build a befitting Wum Municipality. This can only be possible if they all work for the interest of the council.

The Administrative Authority also saluted the combined efforts of the Wum Council Executive and the councilors in curbing the high rate of poor hygienic conditions in the municipality by sensitizing the masses to properly dispose their garbage in the garbage cans that have been placed at strategic areas.

NORTH WEST PUBLIC INDEPENDENT CONCILIATOR

The PIC while addressing local masses in Wum Council area, Mr. Tamfu Fai, appealed to the government to create divisional representations.   In the Anglo-Saxon tradition, it is customary to set up independent authorities responsible for settling disputes between users and regional and council administration. In line with this logic, Law No.2019/24 of 24 December 2019 to institute the General Code of Regional and Local Authorities provides for an independent authority called the Public Independent Conciliator (PIC) in the North-West and South-West Regions.
