Decentralisation: Orientations for preparation of 2020 budget spelled out .

The Minister of Decentralisation and Local Development, Georges Elanga Obam has issued a circular on directives for the preparation and execution of the 2020 budget of councils. The circular that was signed on 24th October 2019 is addressed to Government Delegates to City Councils, Mayors and Presidents of council syndicates.
The 45 points document highlights orientation that are contained in the 24th July 2019 budgetary policy signed by the President of the Republic for the period is expected to be in conformity with the transparency and good governance code for the management of public finances and public entities as well as the financial regime of decentralised territorial communities.
The Minister noted that the preparation of the council budgets should be anchored on the operational strategy of the Economic, social and cultural development policy of the nation with focus on the deepening of the decentralisation processes in a bid to promote local development.

Key aspects targeted include:
  • Consolidation of inclusive economic growth with job creation
  • Transfer of competences
  • Continuation of council development plans
  • Mastery of the new budgetary mechanism, execution and follow up of transferred public investment resources.
  • Realistic budgetary projections and mastery of local public spending
  • Taking into account and consolidation of national and international economic situation
  • Rational resource management and matching up of the real capacities of each council unit
  • Servicing of the debts of city councils, councils and council syndicates.
He also instructed the Government Delegates, Mayors and Council Syndicates that transparency and good governance should be an imperative as they strive for efficiency in the management of council finances. This year councils should begin experimental the execution of budget through programmes as the new approach will be generalised as from 2021.
Council officials were reminded to consider the fact that growth rate for 2020 has been projected at 3.3 up from 1.7 in 2018 and an estimate 4.5% of the 2035 vision should be executed in 2020 up from 1.1 in 2018.

Allocation of Resources to councils

The Minister also stated the budgets that city councils are suppose to allocate to local councils as follows:
Douala city Council: – 180 million CFA francs per council each year. The sum of 45 million CFA francs will be given each semester to councils at the sub divisional level.
Yaoundé city Council: – 100 million CFA francs per council each year. The sum of 25 million CFA francs will be given each semester to councils at the sub divisional level.
Garoua city Council: – 40 million CFA francs per council each year. The sum of 10 million CFA francs will be given each semester to councils at the sub divisional level.
Bafoussam, Bertoua, Edea, Ebolowa, Kribi, Ngaoundere and Nkongsamba city Councils: – 15 million CFA francs per council each year. The sum of 3,750 thousand CFA francs will be given each semester to councils at the sub divisional level.
City Councils in Economically distressed Zones, Bamenda, Kumba, Limbe, Maroua: – 10 million CFA francs per council each year. The sum of 2.5 million CFA francs will be given each semester to councils at the sub divisional level.

Budget Preparation for councils

The budget of each council has to be voted by the deadline of 15th November 2019 in application of the dispositions of article 41 of the financial regime of decentralised territorial councils.
The administrative account showing all management decisions have to be adopted by the municipal councillors latest 31st March 2021.

Traditional Leaders Urge Government to Address Drug Abuse in Ntarikon 2 Community

On November 20, 2024, community spokespeople from the Adjust for Me project engaged religious and traditional leaders in an open discussion during a door-to-door sensitization campaign in Ntarikon 2. The initiative aimed to raise awareness about the growing concerns of drug abuse and gender-based violence (GBV) within the community. Peace journalists in Bamenda aquaint themselves with skills on humanitarian reporting and security/safety of journalists
