Le « grand dialogue national » s’achève ce vendredi 4 octobre au Cameroun

  avec la cérémonie de clôture officielle. Il préconise notamment la décentralisation et prévoit un statut spécial aux deux régions anglophones, écartant de fait le fédéralisme demandé par plusieurs personnalités anglophones.

Ces assises ont été convoquées par le chef de l'État pour ramener la paix dans les deux régions anglophones du Sud-Ouest et du Nord-Ouest. Les rapports des 8 commissions ont été adoptés en séance plénière jeudi.
« La commission formule les recommandations suivantes, susceptibles d’apporter des réponses à la crise dans les régions du Nord-Ouest et du Sud-Ouest. » À la tribune, le rapporteur de la commission sur la décentralisation a annoncé neuf propositions de résolutions.
« L’octroi d’un statut spécial aux régions du Nord-Ouest et du Sud-Ouest, la suppression du statut de délégué du gouvernement nommé prévu dans la cadre du régime spécial applicable à certaines agglomérations. »
La tutelle de l’État sera allégée de manière substantielle. Quant à la question du transfert des ressources aux collectivités locales, la commission propose une fourchette de 10 à 15% des recettes de l’État.
Autre recommandation : « Les participants ont insisté sur la nécessité de l’établissement d’une feuille de route, d’un chronogramme et d’un organe de suivi de la mise en œuvre des recommandations. »
Ces résolutions n’impliquent aucune modification de la Constitution. La décentralisation est déjà inscrite dans la Constitution de 1996 mais elle n’avait jamais été réellement mise en œuvre.
Le « grand dialogue » se prononce également pour la création d’une commission « Vérité, Justice et Réconciliation », le renforcement de l’anglais dans les administrations et les services publics et l’introduction de la double nationalité pour la diaspora. L’ensemble des résolutions seront soumises à l’appréciation du chef de l’État.

Il est évident qu’à la fin de ce dialogue, il y aura le calme et la sérénité dans les deux régions. Déjà, la situation est sous contrôle mais je crois que ce sera une meilleure situation encore après le dialogue. Je reste optimiste que cet engouement amènera les Camerounais à comprendre qu’il est inutile de prendre les armes contre son pays.

Breaking the Cycle: Confronting Gender-Based Violence and Drug Abuse in Bamenda

Peace journalists in Bamenda aquaint themselves with skills on humanitarian reporting and security/safety of journalists
